Mr. Rolan is a recognized leader in the US municipal water/wastewater operations on a city, state and national level. As a previous Director of the Department of Water Management for the City of Durham, NC, he oversaw the planning and construction of major water and wastewater facilities totaling over $300 million in 30 years. He has served on the NC Water Resources Research Institute Technical Advisory Committee. As a Past President of AWWA, Mr. Rolan was responsible for leading the largest organization of water professionals in the world. During his term as President of AWWA, he visited China and India, participating in discussions of joint venture opportunities for water professionals in these countries with AWWA members in North America. In addition, he served on one of the first assessment teams working for the United States Agency for International Development (USAID) through the Environmental Protection Agency (USEPA) and WEF in the early 1990’s to help the wastewater utilities of Krakow and Katowice, Poland on two different occasions. He has an enormous amount of experience in effective management of water and wastewater utilities and is an AWWA trained QualServe Peer Review Team Leader completing two large utility peer reviews before his retirement. He has also served on the Boards of AWWA, WEF, and WRF (formerly AwwaRF). In September 2011, he was a volunteer for an IAA project #A-6166 in Zedekiah’s Cave under the north wall of the Old City of Jerusalem in Israel.
